in  Der173 PI pointed that "The LED array and enclosure were designed to provide safety isolation to the end user.
Therefore the output of this design is not electrically isolated from the AC input." but Rectifired 220V AC Voltage (about 280V DC) pass from L1 Inductor and Reach to RTN Point thus it is not safe For End User, please quide me in this issue

It is true that there is no galvanic isolation between the AC input and LED output in the design. However, the only user-accessible part is the enclosure or housing. This is the part that needs to be electrically isolated.

RTN point only connects to the LED load, and the LED must be  electrically isolated from the housing in order for a non-isolated LED driver to meet safety requirements.
