U.S. DOE Proposes New General Service Lamp Efficiency Requirements

Earlier this month, the U.S. Department of Energy (DOE) issued a pre-publication of a Notice of Proposed Rulemaking (NOPR) on Energy Conservation Standards for General Service Lamps (GSLs).

A GSL is defined as any lamp having an ANSI base that is used in general lighting applications that:

  • operates at any voltage
  • has an initial lumen output ≥ 310 lumens (≥ 232 lumens for modified spectrum general system incandescent lamps)
  • is not a light fixture or an LED downlight retrofit kit

The rulemaking covers general service incandescent, CFL, LED, and OLED lamps sold in the U.S. Excluded products include general service fluorescent, incandescent reflector, mercury vapor, appliance, black light, bug, and 3-way incandescent lamps1.

After the regulations become effective (three years after the final rule is published in the Federal Register), integrated GSLs2 must meet the efficacy shown in the table below:

GSLs must also have a Power Factor ≥ 0.7 (for LED lamps) or ≥ 0.5 (for compact fluorescent lamps) and a Color Rendering Index (CRI) of ≥ 80.

The DOE is looking for stakeholder comments to over 50 questions posed in the NOPR3. Comments need to be received by the Department no later than 60 days after the NOPR is formally published in the Federal Register. A public meeting to discuss the proposal is scheduled for April 20th at the DOE Forrestal Building in Washington, D.C. The meeting can also be attended via the internet.
