New Rules in California Title 20 Lighting Standards

On February 8, the California Lighting and Technology Center (CLTC) held a webinar to review major changes went into effect earlier this year in California’s lighting appliance regulations and highlight resources for manufacturers, retailers and consumers. Major changes included updates to lamp regulations and categories, updates to the California Appliance Efficiency Database, and rules on product labeling.

General Service LED Lamps

General Service LED Lamps are now regulated as a separate category from other light sources in the general service lamp category. General Service Lamp (GSL) performance requirements for all technologies are a 1,000-hour minimum rated life with at least 45 lumens per watt. GSL LED requirements specify a rated life of 10,000 hours or more, a minimum efficacy of 68 lm/W and a compliance score of at least 282 [score = efficacy + (2.3 x CRI)]. All LED lamps manufactured after July 1, 2019 will have to meet TIER 2 requirements of a minimum efficacy of 80 lm/W, a compliance score of at least 297 and a maximum standby power of 0.2 watts.

Small-Diameter Directional Lamps

A new category was also created for Small-Diameter Directional Lamps with a diameter of 2.25 inches or less that are equipped with ANSI-compliant base types. SDDL performance requirements include a rated life of 25,000 hours or more, an minimum efficacy of 80 lm/W, or 70 lm/W with compliance score of at least 165 [score = efficacy + CRI].

Portable Luminaires

Finally, Portable Luminaires equipped with an E12, E17, or E26 screw-based socket must now be pre-packaged with a CFL or LED lamp adhering to the updated lamp requirements. Beyond new category updates, optional GSL metrics have been added, such as flicker, rated life, survival rate, minimum dimming performance and audible noise.
