24 VAC is on the lower side but still the rectified DC voltage should be around 30 V or so. The TOPSwitch-HX family is designed to work from as low as 18 VDC so this is the correct family of choice for you. In PI Expert I would suggest you enter 25 VAC as the input AC voltage (its to lowest allowable voltage in the software)
Also bear in mind that you will need to design with a very low VOR which means you will need a large device (to be able to deliver the power with small VOR) and a large transformer (to avoid saturation without using too many turns).
