I'm not having any success reviewing data listed under Gerber. Primary question is what is GERBER?

Gerber files are files in an industry standard format that EDA or PCB CAD programs or Board shops use to read and generate exact PCB layouts. There are several files which correspond to different layers associated with the PCB (top layer, bottom layer, silk screen etc)
You need gerber viewers to view and use these file formats.
